Für Wissenschaftsfreiheit in der Schweiz

Als Wissenschaftler*innen, die an Schweizer Universitäten und darüber hinaus tätig sind, schreiben wir diesen Offenen Brief [1], weil wir uns grosse Sorgen über die Erosion der akademischen Freiheit sowie über das zunehmend anti-wissenschaftliche Klima in der Schweiz machen. Insbesondere möchten wir mit diesem Brief auf die verstärkten Angriffe von Teilen der Medien und Politik auf die Sozial- und Geisteswissenschaften eingehen. Es handelt sich dabei um ein globales Phänomen, das sich bereits vor dem aktuellen Krieg in Gaza zeigte, sich aber seit dem 7. Oktober 2023 verschärft hat.

Seit dem 7. Oktober hat das gesellschaftspolitische Klima in der Schweiz zu zwei administrativen Untersuchungen von Universitätsinstituten, bzw. -fachbereichen geführt, an denen kritische Wissenschaft und Lehre praktiziert wird; unter anderem in den Feldern gender studies, critical race studies, kritische Migrations- und Grenzregimeforschung sowie post- und siedlerkoloniale Studien. Dieser Brief ist nicht der richtige Ort ist, um im Detail auf diese beiden Fälle einzugehen [2]. Wir glauben jedoch eine Dynamik zu erkennen, die über diese spezifischen Vorfälle hinausweist. Wir sind zutiefst besorgt, dass die aktuelle Entwicklung eine Präzedenz für andere Disziplinen, Institute und Universitäten in der Schweiz darstellen könnte.

Wir sind beunruhigt, dass die Universitäten durch die Untersuchungen in Basel und Bern  indirekt ein wissenschaftlich unhaltbares und politisiertes Medienframing akzeptiert  und legitimiert haben, welches kritische, sozial- und geisteswissenschafte Forschung als „ideologisch“ und unwissenschaftlich darstellt. Wir sehen wissenschaftliche Forschung in der Verantwortung, sich mit gesellschaftlichen Phänomenen auseinanderzusetzen, insbesondere mit solchen, die in der öffentlichen Debatte marginalisiert werden oder politisch hochsensibel sind. Die Beteiligung an gesellschaftlich relevanter Forschung erfordert von Wissenschaftler*innen die Verantwortung, klar zwischen ihren normativen Positionen und ihrer wissenschaftlichen Analyse zu unterscheiden. Es liegt jedoch nicht primär an Presse und Politik, darüber zu urteilen, wo die normative Positionierung innerhalb der Wissenschaft beginnt und die wissenschaftliche Analyse endet. Diese Unterscheidung muss vor allem auf kritischen, disziplinären Standards und wissenschaftlicher Vielfalt gründen. Wir sind daher sehr besorgt, wenn akademische, pädagogische oder kulturelle Institutionen Einzelpersonen und Departmente oder Fachbereiche aufgrund des öffentlichen Drucks sanktionieren.

Es ist uns wichtig zu betonen, dass diese Angriffe auf die Wissenschaftsfreiheit symptomatisch für ein breiteres internationales Klima sind, das von Antiintellektualismus und Feindseligkeit gegenüber kritischer Forschung geprägt ist. Wie in den USA, Grossbritanien, Frankreich, Dänemark, und Deutschland werden auch in der Schweiz  Wissenschaftler*innen vermehrt verunglimpft und kritische Wissenschaft in Frage gestellt. Das führt zu einer weiteren Polarisierung des öffentlichen Diskurses und untergräbt die Glaubwürdigkeit akademischer Institutionen. Durch eine sogenannte „Anti-Woke“-Agenda werden bestimmte Forschungsrichtungen, die den gegenwärtigen, gesellschaftlichen und kulturellen Wandel kritisch reflektieren (z.B. Geschlechterforschung, Postkoloniale Studien, critical race studies), von bestimmten politischen Kräften fälschlicherweise als unwissenschaftlich dargestellt. Einflussreiche Teile der Medien, die dem Wandel kritisch gegenüber stehen, liefern weithin verzerrte, vereinfachende und in vielen Fällen sachlich falsche Darstellungen von Institutionen, einzelnen Wissenschaftler*innen oder ganzen Disziplinen. So entsteht der Eindruck, dass dadurch die Entwicklung ganzer wissenschaftlicher Disziplinen behindert werden soll. Quer durch die Natur-, Sozial-, und Geisteswissenschaften basiert Forschung auf der Aushandlung unterschiedlicher Positionen und intellektuellem Pluralismus. Folglich muss die Wissenschaftlichkeit aller Disziplinen auf der Grundlage akademischer Standards und Erkenntnisse debattiert und kritisiert werden, und nicht auf der Grundlage moralischer Panik, ideologischer Ressentiments oder politischer Neigungen.

Die abschreckende Wirkung der Medienangriffe und Falschdarstellungen sowie der Untersuchungsmassnahmen kann nicht genug betont werden. Über die beiden untersuchten Institute und Fachbereiche hinaus, ist unter den Wissenschaftler*innen, die in den besagten Feldern arbeiten, eine Atmosphäre der Verunsicherung und Selbstzensur entstanden. Aus Angst vor Sanktionen oder beruflichen Konsequenzen zögern Wissenschaftler*innen zunehmend, sich öffentlich zu Fragen ihrer Fachexpertise zu äußern. Besonders stark spüren dies Angehörige sichtbarer und exponierter Minderheiten, die ohnehin das akademische Umfeld in der Schweiz oftmals als feindselig und ablehnend empfinden. Dies schränkt nicht nur die akademische Forschung ein, sondern untergräbt auch die grundlegenden demokratischen Prinzipien der freien Meinungsäußerung und offener Debatten in der Schweiz. In einer hochkomplexen und dynamischen globalen Gesellschaft ist die Schweiz auf die vielfältigen, kritischen Erkenntnisse aus Wissenschaft und Lehre angewiesen, um eine differenziertere demokratische Debatte zu führen.

Im aktuellen polarisierten Klima beobachten wir ausserdem einen beunruhigenden Trend, Antisemitismusvorwürfe zu instrumentalisieren [3], um kritische Wissenschaft und Lehre zu disqualifizieren. Davon sind ebenso Bemühungen zu mehr Inklusion und Diversität in der Wissenschaft betroffen. Dem Anschein nach richten sich Antisemitismusvorwürfe am direktesten gegen Wissenschaftler*innen, die sich mit Post- und Siedlerkolonialismus befassen, und betreffen Personen mit Expertise zu Nahost, insbesondere arabische, muslimische, palästinensische und jüdische Wissenschaftler*innen. Es muss unbedingt betont werden, dass Kritik an der Politik und dem Handeln einer jeden Regierung grundlegender Bestandteil der Wissenschaftsfreiheit und der freien Meinungsäußerung sein darf. Antisemitismusvorwürfe zu instrumentalisieren untergräbt nicht nur die Glaubwürdigkeit der wichtigen Bemühungen zur Bekämpfung des Antisemitismus, wie viele kritische jüdische Gelehrte und Schriftsteller*innen auf der ganzen Welt betonen. Instrumentalisierung trivialisiert auch die sehr realen und schädlichen Auswirkungen verschiedener Formen des Rassismus, einschließlich Antisemitismus, Islamophobie und antipalästinensischem Rassismus.

Als Wissenschaftler*innen, die in der Schweiz leben und arbeiten,

  • fordern wir die Medien auf, sich ehrlich mit unserer Wissenschaft und unserer Expertise auseinanderzusetzen, anstatt unsere Ansichten und Ansätze zu verzerren, damit sie in eine bestimmte politische Agenda passen.
  • fordern wir die Universitäten, akademische Verbände und die Forschungsförderung dazu auf, die Grundsätze der Wissenschaftsfreiheit, des intellektuellen Pluralismus, der freien Meinungsäußerung sowie der Diversität und Inklusion zu wahren und zu stärken.
  • fordern wir Hochschulleitungen auf, dem äusseren Druck zu widerstehen, kritische Stimmen zu schwächen. Wir brauchen ein Umfeld, in dem sich alle Wissenschaftler*innen, einschließlich unterschiedlich rassifizierter Minderheiten, sicher fühlen, sich im Einklang mit internationalen Standards an wissenschaftlichen Debatten zu beteiligen.
  • bitten wir unsere Universitäten um institutionelle Unterstützung und Schutz vor Angriffen durch Medien und Politik, um unserer Arbeit ohne Angst vor Repressalien oder Einschüchterung nachgehen zu können.
  • laden wir die Hochschulleitungen ein, mit uns gemeinsam Strategien gegen politischen Druck zu entwickeln.
  • fordern wir die Zivilgesellschaft und Regierungsbehörden auf, die Autonomie und Integrität akademischer Institutionen aktiv zu verteidigen, und diese als wichtige Räume für die Entwicklung von neuem Wissen und die Förderung von Vielfalt, Inklusion und demokratischer Werte anzuerkennen.

[3] Es kursieren verschiedene Definitionen und Leitlinien zur Erkennung und Bekämpfung von Antisemitismus. Die beiden bekanntesten Leitfäden sind die Arbeitsdefinition der International Holocaust Remembrance Alliance (IHRA) und die Jerusalem Declaration (JDA). Die JDA kann als Reaktion von Wissenschaftler*innen auf die Arbeitsdefinition der IHRA verstanden werden. Diese wurde von Wissenschaftler*innen mit Expertise zu Antisemitismus (unteranderem auch vom Hauptautor der Arbeitsdefinition, Kenneth S. Stern) vielfach kritisiert, Kritik an Israels Vorgehen gegen Palästinenser*innen mit Antisemitismus gleichzusetzen.
